What does the Bible instruct us regarding financial assistance to those who are in need?
14) Luke 6:29-36
“Give to everyone who asks you, and if anyone takes what belongs to you, do not demand it back.” The wicked borrow and do not repay, but the righteous give generously. Remember this: Whoever sows sparingly will also reap sparingly, and whoever sows generously will also reap generously.
Philippians 4:19: And this same God who takes care of me will supply all your needs from his glorious riches, which have been given to us in Christ Jesus. Proverbs 10:22: The blessing of the Lord makes a person rich, and he adds no sorrow with it. 2 Corinthians 9:8: And God will generously provide all you need.
Proverbs 11:25: “Whoever brings blessing will be enriched, and one who waters will himself be watered.” Proverbs 19:17: “Whoever is kind to the poor lends to the LORD, and he will reward them for what they have done.” Proverbs 22:9: “The generous will themselves be blessed, for they share their food with the poor.”
MATTHEW 5:42
“Give to the one who asks you, and do not turn away from the one who wants to borrow from you.” This verse leaves little to discern! It's as simple as it says. If you have it to share, do so with an open heart and an open hand.
Spend less than you earn – Proverbs 13:11 “Wealth gained hastily will dwindle, but whoever gathers little by little will increase it” Establish an emergency fund – Proverbs 21:20 “Precious treasure and oil are in a wise man's dwelling, but a foolish man devours it”
Proverbs 3:9 (NKJV) says, “Honor the Lord with your possessions, and with the firstfruits of all your increase.” Notice how this verse tells us to honor God with our firstfruits, which is Bible talk for giving off the top of what we make rather than simply whatever is left over.
While tithing 10% of your income is biblical, that doesn't mean you have to be a Christian to tithe. It also doesn't mean you're a bad Christian if you don't tithe.
Prayer for financial security:

God cares about how we approach financial problems, and he cares about our well-being. He is concerned about those who suffer because of another person's calamity. Psalm 37:21 says, “The wicked borrows but does not pay back.” He also expects us to trust him with something better than our investments.
How to receive financial blessings from God?

Proverbs 19:17 Whoever is generous to the poor lends to the Lord, and he will repay him for his deed. Proverbs 22:9 The generous will themselves be blessed, for they share their food with the poor. Proverbs 22:16 Whoever oppresses the poor to increase his own wealth, or gives to the rich, will only come to poverty.

Jeremiah 20:13 – God rescues the life of the needy. Jeremiah 22:16 – To know God means to defend the cause of the poor and needy. Ezekiel 16:49 – Sodom's sin was that they did not help the poor and needy. Amos 4:1 – God disparages the wealthy who oppress the needy.
II Corinthians 9:6-9 states, “Consider this: whoever sows sparingly will also reap sparingly, and whoever sows bountifully will also reap bountifully. Each must do as already determined, without sadness or compulsion, for God loves a cheerful giver.
The plans of the diligent lead surely to plenty, but those of everyone who is hasty, surely to poverty. The blessings of the Lord makes one rich, and He adds no sorrow with it. Prepare your outside work, make it fit for yourself in the field; and afterward build your house.

What does Jesus say about giving money?
Here are 7 things Jesus said on the subject of money, and what they mean for us today: 1. “Give to the one who asks you, and do not turn away from the one who wants to borrow from you” (Matthew 5:42). Most of us think that our giving and lending is a matter of personal preference.
“Bring the whole tithe into the storehouse, that there may be food in My house. 'Test Me in this,' says the Lord Almighty, 'and see if I will not throw open the floodgates of Heaven and pour out so much blessing that there will not be room enough to store it'” –Malachi 3:10.
Financial freedom means having enough to provide adequately for your household and to give generously and joyfully to God's work. God wants you to be financially free so you can put Him first in your life and be sensitive to His voice, ready to follow Him whenever -- and wherever -- He leads.
He will not punish you if you do not give a tithe. There is a big difference in paying tithes and giving tithes. God does not was us the pay Him anything because everything has been paid by His Son, Jesus Christ.
The Bible issues several warnings against the love of money and the snare of wealth (1 Timothy 3:3; 6:10), but in Proverbs 30:8–9, Agur, the gather of wise sayings, asks that he would have neither poverty nor wealth.
